Abstract: Corruption is one of the most important challenges to governance systems in the contemporary world, and its effects can be seen in social, political, economic, and even security dimensions. The spread of corruption can weaken the rule of law, reduce the efficiency of public institutions, disrupt the economic competition system, and reduce public trust and social capital. Therefore, effective fight against corruption requires the participation of a set of different actors, including the government, the private sector, and civil society. In the meantime, non-governmental organizations, as an important part of civil society, play a special role in promoting transparency, increasing accountability, and monitoring the performance of public institutions.
The purpose of this article is to examine the role and capacities of non-governmental organizations in fighting corruption and analyze the mechanisms of public participation in this process. This research, with an analytical and descriptive approach, attempts to show how non-governmental organizations can help reduce corruption and improve administrative health through social monitoring, public education, increasing citizen awareness, exposing corruption cases, and strengthening a culture of demand. The article also examines the legal and institutional factors affecting the effectiveness of these institutions and considers the role of factors such as the existence of appropriate legal frameworks, free access to information, freedom of expression, and the political will of the government to interact with civil society.
The research findings show that effective public participation and organized activity of non-governmental organizations can complement the government's oversight system and provide the basis for increasing transparency and accountability in the administrative system. In fact, the more legal and institutional platforms are available for the free and responsible activity of civil institutions, the greater the possibility of success in the fight against corruption.
Finally, strengthening the capacities of non-governmental organizations, developing social participation tools, and supporting civic activities can be an effective step towards establishing good governance, increasing public trust, and reducing corruption in contemporary societies.
