Abstract
The latest best practices on Development and Governance, indicates that the countries, which have promoted the role of their people in decision making and managing the public and national institutions, have more national power, integrity and security. Thus, they have designed more complicated structures and mechanisms for promoting the public participation, mainly regarding the decentralization and balanced spatial development. In the line with this grand strategy, the land planning programs in the most developed and developing countries have been experienced. Developing and empowering the local governments is one of the national development strategies and a complementary to the land planning programs.
This article as an applied research, attempts to gain its goal by using the documentary method in data collection. The goal is to find new proposals for utilizing youth participation in realizing the efficient local government. In order to gain the research goal and objectives, the following questions should be answered: 1- what are the characteristics of an efficient local government? 2- How these characteristics could be adjusted with the Vision 2025? 3- How the latest situation of local government in policies; regulations; plans; structure; and resources is evaluated? 4- What are the obstacles against the realizing an efficient local government? 5- How the young people could take an important part in realizing the efficient local government?
