Studying the impact of subsidies reform on social rights and suggesting solutions to eliminate that is the aim of this paper. What is the effect of enforcing this law on social rights? It seemed that after enforcement of such law, subsidies will flow toward the target poor and social rights will become realized better. But in this law, target population has not been defined, subsidies have not been reformed, some articles concerning social security have legal mistakes and social rights have not been considered at all. Therefore, such law has mostly resulted in liberation and liquidation of subsidies and there is difficulty in terms of providing its funds. Thus, it is suggested that through amendment of this law and defining target population, true reform of subsidies becomes realized, social rights are taken into account and infrastructures of its enforcement such as amending tax system and observation of good governance principles are taken into account. با جهانی شدن اقتصاد آزاد، سیاست‌های آزادسازی از جمله هدفمند کردن یارانه‌ها مورد توجه دولت‌ها قرار گرفت، زیرا یارانه‌ها یکی از موانع تجارت آزاد می‌باشند و کسری بودجه، آلودگی محیط زیست، اتلاف منابع و ... را موجب می‌گردند و با پرداخت عام یارانه‌ها، عدالت نیز محقق نمی‌گردد. بررسی تاثیر قانون هدفمند کردن یارانه‌ها بر تحقق حقوق اجتماعی و ارائه‌ی پیشنهاد برای اصلاح آن، هدف این مقاله می‌باشد. اجرای این قانون بر حقوق اجتماعی چه تاثیری دارد؟ به نظر می‌رسید، با اجرای این قانون، یارانه‌ها به‌سوی نیازمندان، هدفمند و حقوق اجتماعی مردم بهتر محقق شود. اما در این قانون، جامعه‎ی هدف تعریف نگردیده و یارانه‌ها به‎طور واقعی هدفمند نشده‌اند و مواد مربوط به تامین اجتماعی در این قانون دارای ایراد حقوقی بوده و سهم قانونی حقوق اجتماعی نیز به‌طور کامل پرداخت نگردیده و اجرای این قانون بیشتر به آزادسازی و نقدی کردن یارانه‌ها منجر شده و تامین منابع آن نیز با چالش‌هایی روبرو است. بنابراین، پیشنهاد می‌گردد که با اصلاح این قانون و تعریف جامعه‌ی هدف، زمینه‎ی هدفمندی واقعی یارانه‌ها فراهم، سهم حقوق اجتماعی مردم به‌طور کامل پرداخت شود و زیرساخت‌های اجرای آن مانند اصلاح نظام مالیاتی و رعایت اصول حکمرانی مطلوب مورد توجه قرار گیرند. https://www.asasimag.ir/article_228009_b0266d08c4b54a80799682f050449168.pdf
