The Internet is changing how decisions are made and who is involved in the process. Therefore, it is vital to consider the role of Internet in comparison to other telecommunication means and see the fundamental differences. This revolution has spread to the management and protection of the environment and environmental problems in the 21st century. The first part of this study will explore the importance of information sharing, public participation and transparency as fundamental principles from the perspective of international environmental law. It also focuses with an overview of the types of the Internet-based tools and ways that promote public access to information and public participation in environmental issues which led to more transparency in the decision making processes and also clarification of the important decisions for the potentially injurious projects on the environment. We will also briefly consider the advantages and disadvantages of the Internet-based tools and their role in dissemination of information. We also review the different Internet-based approaches for sharing information the ways through which Internet can bring about more democratic environmental policy-making processes. This article closes with some thoughts on future developments of the Internet and the extent to which it can engage civil society in the protection of the environment. }, keywords = {Public Participation,Management,Environment,Internet}, title_fa = {نقش اینترنت در مشارکت عمومی برای حفاظت و مدیریت محیط زیست}, abstract_fa = {رشد سریع فن آوری در حوزه ارتباطات و کامپیوتر موجب شده است تا حوزه وسیعی از مردم ازجمله کارشناسان، محققین، دانشجویان، وکلا، فعالان محیط زیستی، اطلاعات مورد نیاز خود را از شبکه جهانی اینترنت کسب می‌کنند. اینترنت نه تنها مرجعی برای کسب اخبار، اطلاعات، دریافت مطالب علمی، هنری، مقالات و بسیاری موارد دیگر است، بلکه به‌عنوان ابزاری برای هماهنگی بسیاری از اقدامات، نشست‌ها، مذاکرات، تصمیمات و انجام پروژه‌های کوچک و بزرگ و مشارکت در اداره امور مختلف است. نظام‌های حقوقی همیشه با توجه به تحولات تکنولوژیک، در تلاش برای مطابقت با این نوآوری‌ها بوده‌اند. از این نظر، بررسی نقش اینترنت به‌عنوان ابزاری تأثیرگذار نسبت به دیگر ابزارهای ارتباطی در قرن حاضر از اهمیت بسیار بالایی برخوردار است. این مقاله در تلاش است به بررسی نقش اینترنت در گسترش اطلاعات، افزایش مشارکت عمومی و بالابردن سطح شفافیت به‌عنوان سه اصل بسیار مهم در حقوق بین‌الملل محیط زیست بپردازد. این سه اصل نقش تعیین‌کننده‌ای در مدیریت و حفاظت از محیط زیست دارند. از همین رو، ابتدا به بررسی جایگاه این اصول از دیدگاه حقوق بین‌الملل محیط زیست خواهیم پرداخت و مسئولیت دولت‌ها در این خصوص را بیان خواهیم کرد. سپس به بررسی ویژگی‌های منحصر بفردِ شبکه جهانی اینترنت، مزایا و معایب اینترنت و ابزارهای اینترنتی، روش‌های گوناگون و متفاوت انتشار اطلاعات و مشارکت عمومی توسط افراد، دولت‌ها، سازمان‌های دولتی و غیر دولتی در حوزه محیط زیست در سایتهای اینترنتی خواهیم پرداخت.}, keywords_fa = {مشارکت عمومی,مدیریت,محیط زیست,اینترنت}, url = {https://www.asasimag.ir/article_105016.html}, eprint = {https://www.asasimag.ir/article_105016_473f50f5a34764cdb029b9339f7e758e.pdf} }
